Head of Research and Strategy | 12 MTH FTC | to 70k + benefits

Role Purpose:

  • To develop, maintain and disseminate INDUSTRY TRAINING BOARD’s comprehensive evidence base on the supply and demand of skills, including through a wide-ranging market research programme
  • To use evidence to provide recommendations and strategic direction on INDUSTRY TRAINING BOARD interventions to meet the current, future and emerging skills needs of the industry

Key accountabilities:

  • Develop and maintain INDUSTRY TRAINING BOARD’s evidence base, including all market research, forecasting, thought leadership, supply and demand analysis across the UK
  • Set and oversee overall market research programme, including research specifications, projects and reports
  • Work with External Affairs on developing implementation strategies for disseminating research with different stakeholders/audiences, and ensure effective internal sharing of research and evidence
  • Use evidence base to provide strategic recommendations on interventions INDUSTRY TRAINING BOARD should undertake to meet industry skills needs
  • Provide strategic direction to INDUSTRY TRAINING BOARD’s forecasting work for sectors, programmes and pipelines and at the regional and local level and integrate this activity into the wider research and evidence programme
  • Manage development of new, more autonomous approach to INDUSTRY TRAINING BOARD’s skills forecasting activity
  • Provide strategic direction on the use and development of the Labour Forecasting Tool Represent INDUSTRY TRAINING BOARD and its research at a high level externally, lending credibility and expertise to the organisation’s reputation as a research and thought leader

Develop the evidence base required for new research and analysis research unit, including:

  • Bring together all data, quantitative research and qualitative research, and evidence INDUSTRY TRAINING BOARD holds on industry trends
  • Produce comprehensive evidence on current and future skills demand and supply in the industry
  • Work with industry bodies to develop more granular evidence at industry, regional and local levels
  • Identify gaps in availability of data, both internal and external and how to best overcome them
  • Challenge and interpret INDUSTRY TRAINING BOARD data as appropriate
  • Identify and implement methods to synthesise softer data and information (e.g. from stakeholder meetings and engagement activity)
  • Create actionable insight to support interventions (by INDUSTRY TRAINING BOARD and industry)

  • Head of Economic Analysis
  • Head of External Affairs
  • Other evidence holders in the organisation e.g. Partnership Directors, Corporate Performance, INDUSTRY TRAINING BOARD Apprenticeships, Comms/Marketing, etc.
  • Research colleagues in external organisations (Government, Industry, Employer organisations, etc.)

People Leadership / Team Leadership – where the role has direct or matrix reports.

Direct reports:

  • Research Manager
  • Economics & Skills Forecasting Manager

Decision Making and Business Impact:

  • Reports to Director of Policy & Strategy and sits on the Leadership Team
  • Responsible for a budget of over £1m annually
  • Significant influence on strategy decisions at Leadership Team, Exec and Board level
  • Represents INDUSTRY TRAINING BOARD externally as required, including with Government and industry research experts

Essential:

  • Educated to degree level or equivalent
  • Strong background in applied economic research and analysis
  • Excellent team leadership skills
  • Good understanding of research needs of external and internal customers
  • Strong understanding of macroeconomic principles, research design and statistics
  • Influencing and networking at a high level e.g. senior representatives of government, industry etc.
  • Strong record of strategy development and implementation
